The Community Development Block Grant program was first created in 1974 with the goal of empowering local officials to more directly respond to community development issues.
Warren County is one of over 2,000 entitlement communities that receive CDBG funding annually in order to meet local needs.
The CDBG program revolves around three national objectives. All proposed projects must fall in line with at least one of the objectives
Funds must benefit low- and moderate-income persons.
Funds must be utilized to prevent or eliminate slum or blight.
Funds must meet an emergency need that “pose a serious and immediate threat to the health or welfare of the community....”
Warren County has historically utilized its annual allocation toward the first national objective.
Funds originate with the U.S. Department of Housing and Urban Development and come to Warren County through the Pennsylvania Department of Community and Economic Development.
